WebNope, they're pretty awful outside, but they're really good in seas because they're really cheap. The biggest thing to be aware of with galleys is their horribly low HP. Without the inland sea bonus they just don't do enough damage before they start going under. Once you start losing ships your morale drops and it jsut snowballs.
